සිරිසේන ජනාධිපතිවරයාගේ නිදහස් දින කථාව ඇතැම්විට ලංකාවේ රාජ්‍ය නායකයෙකු ශ්‍රී ලංකා නිදහස් දිනයකදී සිදුකල දියාරුම මෙන්ම අසංකූලම නිදහස් දින කථාව විය හැකිය. කිසිවෙකු විසින් ඔහුට ලියාදුන් කථාවක් ඔහේ කියවීමක් මිස ඉන් එහාට විහිදුනු ගැබුරැ අර්ථයක් හෝ දේශපාලන දැක්මක් එම කථාව තුල නොවිණි. අඩුම තරමින් ගතවූ වසර 04ක කාලයක් තුල රටේ රාජ්‍ය නායකයා සහ විධායකයේ ප්‍රධානියා ලෙස සිය දේශපාලන ක්‍රියාකාරීත්වය සම්පිණ්ඩනය කිරීමක් හෝ එහි ඉදිරිගමන් මගක් ප්‍රක්ෂේපණය කිරීමක් ඔහුගේ 2019 නිදහස් දින කතාව තුල නොවිණි. ඔහුට පමණක් නොව ඔහුට එම කථාව ලියාදුන් ඔහුගේ උපදේශකයින්ටද එවැනි දැක්මක් හෝ අවබෝධයක් තිබුන බවක් එම කතාව තුල ප්‍රදර්ශනය නොවේ. හුදෙක් සිදුවුයේ වචන ප්‍රමාණයක් විසිකිරීම පමණි.
ඇමෙරිකා එක්සත් ජනපදයේ ජනාධිපතිවරයෙකු සිය ධූරකාලය තුල ඔවුන් ක්‍රියාවේ යෙදවූ හෝ යෙදවීමට අපේක්ෂා කල විදේශ ප්‍රතිපත්ති ඇසුරින් නිර්මාණයවූ Presidential Doctrine නමින් හදුන්වන ආකෘතියක් ගොඩ නැගී තිබේ. එම ආකෘතිය මතම පදනම් වෙමින් එරට විවිධ ජනාධිපතිවරුන්ගේ ආර්ථික, සමාජ, දේශපාලන සහ විදේශ ප්‍රතිපත්තිය තක්සේරු කිරීමට එරට දේශපාලන විචාරකයින් කටයුතු කරයි. අද වනවිට එරට ජනාධිපතිවරණයට ඉදිරිපත්වීමට අපේක්ෂා කරනන් පවා තමන්ගේමවූ එවැනි ආකෘතියක් (Doctrine) ගොඩ නගන්නේ කෙසේද යන්න ගැන පවා අදහස් දැක්වීමට උනන්දුවේ.
එවැනි ආකෘතියක් මත පදනම්වෙමින් ලංකාවේ ජනාධිපතිවරුන් සිය ධූරකාලය තුල කටයුතු කල ආකාරය විමර්ශනයට ලක්කලොත් සිරිසේන ජනාධිපතිවරයාට හිමිවනුවේ නොවැදගත් තැනකි. ඒ ඔහු සිය ධූරකාලය තුල කිසියම්ම හෝ තීරණාත්මක ප්‍රතිපත්ති සමුදායක් තීරණාත්මකව ක්‍රියාත්මක කිරීමට සමත්වුවෙක් නොවෙන නිසාය. කිසියම් හෝ දේශපාලන ගොඩනැගීමක් හෝ ප්‍රවර්ධනයක් (ජනාධිපතිධුරයේ බලතල අඩුකිරීම /19වෙනි ව්‍යවස්ථා සංශෝධනය) ඔහු සිය ධූරකාලය තුල අත්කරගත්තේ නම් එයද පසුගිය වසරේ (2018) ඔක්තෝබර් 26දිනෙන් පසු නැතිකරගත්හ. ඒ අනුව සම්පුර්ණ ධුරකාලය දැරූවෙකුවුවද සිරිසේන ජනාධිපතිවරයා ඇතැම් විට පසුවනුවේ අනුප්‍රාප්ත ජනාධිපතිධූරයක් දැරූ විජේතුංග ජනාධිපතිවරයාටත් වඩා පසු ස්ථානයකය.
අඩුම තරමින් සිරිසේන ජනාධිපතිවරයා හෝ ඔහුගේ උපදේශකයින් අවධානය යොමුකලේ මේම නිදහස් දින උළලේදී රාජ්‍ය නායකයා වශයෙන් ඔහුට සිය ධූරකාලය තුල කිරීමට අපේක්ෂා කල නමුත් එසේ කිරීමට නොහැකිවුවද, එහෙත් සිදුකල යුතුයැයි මතුකළ හැකි කරුණු සමුදායක් මෙම නිදහස් දින උළෙලේදී ඉදිරිපත් කිරීමට අවස්ථාවක් කරගැනීමට තිබුණි. නැවත ජනාධිපතිවරණයකට ඉදිරිපත්වී ජයගතහොත් මිස මේ වසරේ සිය ධූරකාලය අවසන්වෙන සිරිසේන ජනාධිපතිවරයාට නිදහස් දිනය මෙන් සුවිශේෂී අවස්ථාවක් රාජ්‍ය නායකයෙකු ලෙස ඔහුට නැවත හිමි නොවනු ඇත. එහෙත් ඉන් උපරිම ප්‍රයෝජනයක් ගනුවෙනුවට ඔහු සිදුකල අසංකූල නිදහස් දින කථාවෙන් ඔහුගේ මෙන්ම රජයේ ව්‍යාකූලභාවයද, සිය දේශපාලන ගමනේ අනනුකූලභාවයේද ප්‍රදර්ශනය කළේය.
නිදහස් දිනය සිය දේශපාලන ජීවිතයේ අභිලාෂයන් මෙන්ම නිදහසින් පසු ශ්‍රී ලංකාවේ දේශපාලනයේ අවශ්‍යතාවයන්ද එකට කැටිකර ගනිමින් යම් ආකාරයක ප්‍රතිපත්ති ආකෘතියක් (Doctrine) සමාජ ගතකිරීමට ගත් විශිෂ්ඨ උත්සහයක් චන්ද්‍රිකා බණ්ඩාරනායක කුමාරතුංගගේ පාලන සමයේදී දැකගත හැකිවිය. ඒ 1998 යෙදුන ශ්‍රී ලංකාවේ 50වෙනි නිදහස් දිනයේදී ඇය සිදුකල කථාවය. ඉන් උපුටාගත් කොටසක් පහතින් පලකරමි.

The thing to think hard as SL people is, President Sirisena and his UNP govt is our own making. So we are responsible for voting them in (believing their fabricated fake stories like USD 80 Bil in Dubai bank in MRs name, Lamborghini and so on)

And the worst thing is, in 2020 we will vote one from the same UNP+JUH+JVP lot, and hope for the best. God bless us.
We have become weak by depending too much on political rhetoric, and the lack of political maturity, political consciousness and faith on political leadership. We cannot achieve any progress without actually achieving that.
ReplyDeleteIt's a hard one to achieve Marcus, in a democracy we have to choose one from the list put up by a political party. The list is mostly full of rogues, so we have to pick the good rogue? (is there a thing called good rogue?) This is what we call catch 22.
